I have a lady in our community where we live that lets her little dog off the leash and doesn't put the dog in the pooping area. She lets her dog poop in the grassy area by OUR house! :banghead: :slap:
Dog poop is no big deal to me. Inconsiderate, yes, but one either cleans it up or it biodegrades.
I was thinking more about specific types of dogs which can be very aggressive and extremely territorial. Like a rottweiler which can and do at times turn on their owners and even kill them and eat them:

Random, unprovoked attacks by certain types of dogs on other dogs and strangers are regular news.
I shouldn't have to bloody cross to the other side of the street because some dipstick has their dog unleashed in their yard or have to keep a wary eye on a large aggressive type dog over 100 feet away from me in a park I'm walking through that is pulling on it's owner's leash in my direction.
An owner of such a dog would say it's all training. While that may be true to some extent, all it takes is one mistake like an unlocked fence + an agitated dog and everyone in the neighborhood is a potential target. Kids are the most vulnerable, but even large grown men can be seriously injured or even killed by certain dogs.
