Those who have nothing to lose, such as the punk on the street. Street fights are brutal and one is wise to avoid it, but if it is unavoidable, one must react full on without reservation with the intent to incapacitate the attacker as they will likely not relent until they are unable to react.

The person with a lot to lose, well if they have enough money they can really make your life miserable. But they play that game on a bigger scale than just you or me, unless we directly oppose that persons actions. Think politics.

Depends on what 'nothing to lose' means, whether they literally have nothing at all or that in this situation they don't lose anything.

If it's latter then they won't really go too far as it's just some extra gain at the end of the day. So the one with everything to lose is a bigger threat.

But if it's former then it's the one with nothing to lose. Even when you have everything on the line, there will be some holding back in consideration of your life afterwards. The one with nothing can go all in.
