When someone offends you

How do you tell someone that something they said offended you?

I guess there are times when I don't tell the person, depending on what they said. If they gave their opinion, will my telling them affect their opinion? If it was the way they said something, I'd be more inclined to bring it up and let them know that it hurt and I'd probably even offer a better way for them to say things in the future.
