What kind of upbringing is needed to produce citizens who see disagreements as a chance for interesting discourse, rather than going into moral panic?

I really don't know, however it seems to me that religious teachings play a role here. I can't speak for other religions, but Christianity has embedded in it's holy book several texts that equate (man's) law with morality, on the premise that God institutes governments. I've always found this a rather scathing contradiction, as Kings of one land go to war with Kings of another, or Countries go to war with other Countries, both sides claiming divine right or direction.
