A soft cloth. It's hard to imagine anything more being needed.
Back in the days of CRT monitors I used the fancy alcohol-based wet-and-dry wipes but only at work and only when it desperately needed it.

I'm running my Laptop on Windows 10. I use the built-in configuration/development tools that Microsoft offer, including Disk Clean Up and the disk defragmenter. Any files that have been accumulated, I usually move them to Google Drive and erase them from my PC to keep everything tidy.
