@jesus lover, context is always the key to understanding any passage. All of Lamentations is Jeremiah's lament or complaint done in faith about the exile of Judah to Babylon. God also inspired Jeremiah to share the hopeful prophecy that seventy years after their exile, they would return to the promised land. Thus, God's justice against Judah's idolatry would last only 7 decades.

Jer_29:10 “For thus says the LORD: When seventy years are completed for Babylon, I will visit you, and I will fulfill to you my promise and bring you back to this place.
