It depends whether you mean held accountable in a secular or spiritua sense.
The Jews have their bar/bas mitzvah, after which a child is considered responsible for their own actions. I guess legally speaking it would depend on the location, with potential for an argument that someone was intellectually retarded and genuinely didn't understand what they were doing was unacceptable (as opposed to someone who didn't know but should have known).
