What does God's Word actually teach how the cloven tongue of Pentecost manifested?
There is an alternation of subject that The Holy Spirit put in God's written Word, in the manuscripts. They form a perfect outline. The Holy Spirit did this in Acts 2 about what was spoken by the Apostles on Pentecost, but Bible translations don't show it; one must look at the Greek New Testament manuscripts.
"tongues" - Acts 2:3, Greek glossa (means known languages of the world)
'tongues" - Acts 2:4, Greek glossa
"language" - Acts 2:6, Greek dialektos (means dialect of a known language)
"tongue" - Acts 2:8, Greek dialektos
"tongues" - Acts 2:11, Greek glossa
"tongue" - Acts 2:26, Greek glossa
One can see the English translation on the above left doesn't stay exactly with the actual Greek on the right. The Greek on the right is a perfection alternation by The Holy Spirit. Greek glossa means a known language of the world, and Greek dialektos is where our English word dialect comes from. A dialect is about different slang spoken in different regions of one language, like the people of the southeastern United States speak differently than people from the northeastern United States. Even midwesterners in the U.S. have a slightly different dialect of English. And Louisiana Cajun dialect of English is very unique also.

That is how accurate the cloven tongue of Pentecost manifested. The peoples present heard their own languages of birth spoken by the Apostles, even the very dialects of where they were born. God knows how we speak and hear.
When Apostle Peter quoted the Joel 2:28-32 Scripture, he was showing the cloven tongue was an 'example' of the prophesying that Joel spoke of for the end of this world.
What this means specifically, is that the cloven tongue particularly is ordained to manifest during the coming time of "great tribulation". It is when God is going to speak to the whole world through His servants by The Holy Spirit. Lord Jesus told us about it...
Mark 13:9-13
9 But take heed to yourselves: for they shall deliver you up to councils; and in the synagogues ye shall be beaten: and ye shall be brought before rulers and kings for My sake, for a testimony against them.
That is not going to happen to all the Church in that future time. Some of us it will happen to. So Lord Jesus is warning those of us beforehand.
10 And the gospel must first be published among all nations.
I realize the above verse is most often interpreted to mean the proselytizing of The Gospel to all nations after The Gospel went to the Gentiles. But in the Greek, the meaning is like a herald, a town crier standing atop a crate declaring in the center of town.
That is actually what the manifesting of the cloven tongue for the end of this world is going to do. God's "two witnesses" of Revelation 11 is one such example of it, as it also mentions two candlesticks prophesying with them, and per Jesus the candlesticks represent Churches (Rev.1).
11 But when they shall lead you, and deliver you up, take no thought beforehand what ye shall speak, neither do ye premeditate: but whatsoever shall be given you in that hour, that speak ye: for it is not ye that speak, but the Holy Ghost.
There it is, the idea of The Holy Spirit speaking through Christ's servants at the end, to the whole... world, especially His enemies. And what the world will hear... are their own languages and dialects of birth. Even in Luke 21:15 Jesus said the gainsayer won't be able to resist what The Holy Spirit will speak through His servants at that time.
12 Now the brother shall betray the brother to death, and the father the son; and children shall rise up against their parents, and shall cause them to be put to death.
13 And ye shall be hated of all men for My name's sake: but he that shall endure unto the end, the same shall be saved.

That above warning is not simply about the rebellious nature of children that really took off starting in the 1960's. It will be about the very end of this world with even deceived loved ones have Christ's faithful delivered up for not bowing to the coming false-Messiah in place of Christ Jesus.
So here is when the Joel 2:28-32 Scripture is actually pointing to:

28 And it shall come to pass afterward, that I will pour out My spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions:
29 And also upon the servants and upon the handmaids in those days will I pour out My spirit.
That above section of verses is about the idea of the manifesting of the cloven tongue. That's what that "prophesy" by The Spirit is about. That manifested at Pentecost per Acts 2.
30 And I will shew wonders in the heavens and in the earth, blood, and fire, and pillars of smoke.
But the above verse is a time marker for the very end of this world, even just prior to Jesus' future return per Matthew 24:29-31.
31 The sun shall be turned into darkness, and the moon into blood, before the great and the terrible day of the LORD come.
That also is a time marker about the very end of this world, just prior to Lord Jesus' future return. The day of Lord Jesus' future return, His 2nd coming, is tied to the "day of the Lord" that will come "as a thief in the night." In Revelation 16:15, Lord Jesus warned the Church that He comes "as a thief", and blessed are those who watch, and keep their garments. That "day of the Lord" is the LAST day of this present world. That is when Lord Jesus will return.
32 And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call.

Shall be delivered from what? From the events of the coming "great tribulation". That links to Daniel 12:1.

12 And at that time shall Michael stand up, the great prince which standeth for the children of thy people: and there shall be a time of trouble, such as never was since there was a nation even to that same time: and at that time thy people shall be delivered, every one that shall be found written in the book.

That "time of trouble, such as never was since there was a nation event to that same time", is about the time of "great tribulation" at the end of this world which Lord Jesus warned us about (Matthew 24:15-21).
SUMMARY:
When Apostle Peter said on Pentecost, "this is that" about the Joel 2:28-32 prophecy, he was pointing to the manifesting of the cloven tongue only at that time, and not to those other end time markers. But the Mark 13:9-13 Scripture Jesus warned us about is a time marker about those latter events at the end, with the cloven tongue manifesting through Christ's servants who will give a Testimony against the Revelation "beast".
Now I know quite a few brethren who claim to speak the cloven tongue of Pentecost, and I discover all the time that they are not aware of that Mark 13:9-13 warning by Lord Jesus of the cloven tongue is to manifest as a Testimony for Christ against the beast at the very end of this world. Most of those brethren instead are trapped on men's false fly away doctrine, and are told they won't be here for the tribulation. They will be, and if God has given them evidence of the cloven tongue, they need to know specifically what it is for at the end, and to know to not try and speak their own words, but speak what The Holy Spirit gives them to speak in that hour.
