It would depend on the event. The trouble with the small fee is that there's always someone who genuinely can't afford it, and then there's the issue of giving change and counting cash and all that. A freewill offering basket usually seems to result in more money coming in.

The freewill basket. It has also been said that the freewill garners more money than the set amount.
