Should there be 2 books of Ezra, or just 1?

The Jews had both Ezra and Nehemiah on the same scroll, and were both together considered one book by the early church. But early church councils said that there should be 2 books of Ezra.

So what? What difference does it make? What dogma is impacted if they are two scrolls or put together into one longer scroll?

The "early church" did not consider them one book. There was no such thing as a "book" in those centuries.... and there as no definitive, authoritative voice of "the early church" NONE until 325 AD (just past the era usually meant by "early church" and nothing whatsoever was said about Ezra or Nehimiah at that council.

So, is Ezra and Nehemiah combined what makes up the book of 1 Esdras? If so, then what is 2 Esdras?
