The non citizens being legal residents?
I would say they should be put in second place behind qualified citizens in hiring priorities, if a qualified citizen is available for the job he or she should be hired first.
If they are here illegally they should not be allowed at all.

Why would you want people who aren't citizens...and are citizens of other countries to rule ours?
