(Romans 3:10 KJV) As it is written, There is none righteous, no, not one:
(Romans 3:12 KJV) They are all gone out of the way, they are together become unprofitable; there is none that doeth good, no, not one.
That none are righteous is found in the Psalms and prophets:
(Psalm 14:1 KJV) [[To the chief Musician, [A Psalm] of David.]] The fool hath said in his heart, [There is] no God. They are corrupt, they have done abominable works, [there is] none that doeth good.
(Psalm 14:3 KJV) They are all gone aside, they are [all] together become filthy: [there is] none that doeth good, no, not one.
(Isaiah 64:6 KJV) But we are all as an unclean [thing], and all our righteousnesses [are] as filthy rags; and we all do fade as a leaf; and our iniquities, like the wind, have taken us away.
(Romans 3:19 KJV) Now we know that what things soever the law saith, it saith to them who are under the law: that every mouth may be stopped, and all the world may become guilty before God.
Israel under the law would have their mouths stopped from boasting of their righteousness in the law; both Jew and Gentile are guilty before God.
(Romans 3:20 KJV) Therefore by the deeds of the law there shall no flesh be justified in his sight: for by the law [is] the knowledge of sin.
The law can not justify, it can only show sin.
(Romans 3:21 KJV) But now the righteousness of God without the law is manifested, being witnessed by the law and the prophets;
The righteousness of God is now manifested through Paul.
The law and the prophets witnessed the righteousness of God:
(Isaiah 45:25 KJV) In the LORD shall all the seed of Israel be justified, and shall glory.
(Romans 3:22 KJV) Even the righteousness of God [which is] by faith of Jesus Christ unto all and upon all them that believe: for there is no difference:
The righteousness of God is only by faith; faith placed in Jesus Christ; to all, Jew and Gentile, who believe the gospel of the redemption of Christ.
(Romans 3:23 KJV) For all have sinned, and come short of the glory of God;
(Romans 3:24 KJV) Being justified freely by his grace through the redemption that is in Christ Jesus:
All have sinned and all are freely justified by his grace.
Justification is being declared righteous.
Redemption is being purchased, payment of ransom, delivered, set free. Those who by faith believe are redeemed in Christ Jesus.
(Romans 3:25 KJV) Whom God hath set forth [to be] a propitiation through faith in his blood, to declare his righteousness for the remission of sins that are past, through the forbearance of God;
Propitiation is the means of appeasement. God set forth Christ as a propitiation through faith in his blood.
Remission of sins is forgiveness for sin.
God could declare remission of the past sins Israel committed under the old testament (Hebrews 9:15).
(Romans 3:26 KJV) To declare, [I say], at this time his righteousness: that he might be just, and the justifier of him which believeth in Jesus.
God can now be just and justify (declare righteous) those who believe in Christ Jesus.
(Romans 3:27 KJV) Where [is] boasting then? It is excluded. By what law? of works? Nay: but by the law of faith.
The law and prophets declared the law of faith:
(Habakkuk 2:4 KJV) Behold, his soul [which] is lifted up is not upright in him: but the just shall live by his faith.
(Romans 3:28 KJV) Therefore we conclude that a man is justified by faith without the deeds of the law.

(Jeremiah 23:6 KJV) In his days Judah shall be saved, and Israel shall dwell safely: and this [is] his name whereby he shall be called, THE LORD OUR RIGHTEOUSNESS.
