I think it is fine to enhance the quality of a picture, but to change the actual content is deceptive.

I agree with MarkFL here. Creating a whole new image and making the photo into something that it was not in the beginning and purporting it to be what really happened is wrong in my opinion. To fine tune the photo of color and lighting is okay as that would make the photo a better image to look at.
