What is the legal way of disposing of grass clippings in your yard so that you don't get fined for leaving them on the curb where you live?

We have a mulching blade put on our lawn tractor, so it really does a good job of making the clippings tiny enough that we don't have to bag them.

I use grass clippings as cover for areas of the garden I don't want to grow (by heaping it on thick enough to prevent sunlight and plants that with sprouts that die before pushing through), and also for cover for plants that do grow (like potatoes), the sprouts of which can punch through a layer of grass to grow (provided they are laying on soil underneath).

Grass clippings can also be turned into charcoal with a little planning.
