Is it okay for parents to force their children to do daily household chores (without pay) when they do none themselves? (Why/Why Not)

No. It would be a bad example, lazy and taking advantage. I say would be, because noone does that. I once read that a kid wanted to clean to earn money and the lazy mother let her. She didn't clean herself. She let her kid do it for money. That was bad enough.
