Can a compliment from a random internet stranger genuinely make you feel better about yourself? How?

Absolutely. And at the same time it can be quite creepy.

I guess it depends on the compliment and the circumstance.

If someone commented on my appearance, complimentary or otherwise, I'd find it a bit weird. I can only imagine how a woman would find that sort of thing.

If someone commented on my discussion style, viewpoints etc that that can make me feel better. On a forum I used to use (now defunct) there was a guy who I often discussed stuff with. He and I disagreed on just about everything but we both appreciated that the other could disagree without being disagreeable. In an age where disagreement is increasingly "processed" (if you can even call it that) with strawman arguments and personal insults I certainly appreciated a private message from this guy thanking me for discussing respectfully even if I disagreed with every single thing he said. And I truly hope he appreciated me returning the compliment.
