I guess it depends. How do you know the person really is a 12 year old? If you can verify the age of the kid that doesn't necessarily mean that he or she is really being abused, but if you know where they are then you could contact DSS and make a report. If you have enough information to do so

I would encourage the child to go to a trust teacher and share that information. Teachers are obligated to contact someone to help and remove the child from the situation.

Unless it was a child I knew then I'd tell them to approach a teacher or similar. If it was a child I knew I'd be obliged to report it. A random handle on the internet may or may not be who and what they say and it's pointless trying to raise a formal allegation of abuse when you don't know who you're dealing with - their name, age, location, or indeed anything that would help social services offer any help.
