    These are usually a 'follow the money' sort of thing. Preventing it, not doing it. Distractions diversions and evasions in place of investigation to protect the guilty by trying to make them look like innocent victims.

    The non citizens being legal residents? I would say they should be put in second place behind qualified citizens in hiring priorities, if a qualified citizen is available for the job he or she should be hired first. If they are here illegally they should not be allowed at all.
