I think it's a PR piece for the Vatican and the Catholic Church in general. To give the impression that "they care" after all the revelations of sexual scandal and child abuse, the covering up thereof, and other serious disclosures mostly denied.

Many of the major Reformers pointed to this institution as one of the Beasts of Revelation. Too bad they didn't go far enough, but if memory serves, the beast has children and the reformations fall short.
