It doesn't matter that they do this every year with the budget...what matters is this year it's a pandemic and people are suffering! Here's the thing, at this time during a pandemic there should only be concern about the people trying to make it through...not the other stuff like arts funding (I'm an artist so I can say stuff like that ;) ) or foreign aid. We should be concentrating on how to get the best help for the people and those billions of dollars could save us.
And if you read the budget closely you'll find that social media,[facehook, twit, yubertube, and others] is funded close in monetary value to the military branch of government.
Why?

It's a typical strategy used in other alleged democratic nations for decades..
Relief is never given to the lower caste system regarded as unessential.
Instead the politicians play on their donors concerns.

I didn't realize it until you mentioned it that they procrastinated until the last minute for a reason...because by then it was too much of an emergency to close down the government and not voting the bill through. Makes sense and it's an awful practice :( We need a whole new set of politicians. These do not represent We the People anymore.

But we're being told all year long that we are living in "unprecedented" times and that we should put off the normal things we do until next year or the year after. So if WE should be putting things off because of covid, then we should do something different with the budget and, I don't know, give more to the American people since we're suffering????

We used to think we promoted freedom until we ordered millions of people to stay home so we could create a testing regime that never got created, then slowly moved the goalposts and blurred the objectives so that a "two week lockdown" turned into an open-ended regime of being ruled by individuals with Emperor-like powers and apparently no way of reining in the Emperors. Frankly it's ironic that a country can call itself the land of freedom when people can be ruled by executive orders issued by one person, pandemic or no pandemic. Wasn't the country founded because the people didn't want to be ruled by a monarchy?

In any event, it's ridiculous that foreign aid gets bundled as part and parcel of a domestic aid package. If the idea is to give money to the American people who are struggling why can't we just have a bill that says "give $600 per person" without running to literally thousands of pages stuffed with so much pork it looks more like a Christmas dinner than sensible legislation?

You're right. Instead of worrying about themselves back in the summer or the election, those who represent the American people should have actually done their jobs and gotten aid out way back then. It's embarrassing really that our government treats us like this and then makes excuses.
