It is determined it is needed.

An estimate is determined.

The project is approved.

Someone makes it happen.

People will complain .... and they will be ignored.

Who approves it? Is it the entire congregation? The elders? A committee?

I guess it depends on how much it costs. If it is a small repair then the building committee would probably handle getting estimates and getting it replaced. If it was going to cost a lot or be a large area then the building committee would bring a motion to the church and then the church would vote on it. People get sensitive about spending a lot of money

Also depends, usually would go through the trustees and if a lot then fundraisers and donors would be found and done

In my congregation, such issues are up to the Property Ministry Team (aka Trustees), of which I'm the Team Leader. But when we replaced the chapel carpet, we didn't have sufficient funds in the budget. So we went to the Council and got approval for a special offering.

What is the process that happens for your church building to get new carpeting?

The parish council is likely to initiate the replacement if members have been told by cleaning staff that it ought to be replaced.

The parish council will advise the priest(s)

The priests will bring it to the finance committee

The finance committee will advise the priests if it is affordable after getting quotes

The priests will okay the replacement if they want to and if there was no strong opposition from either the finance committee or the congregation

Even if there is strong opposition from the congregation is may be replaced if safety demands it

if the finance committee strongly opposes it and there's no significant safety issue then the priests may okay it but are not likely to.

In our congregation, ministry largely happens through "Ministry Teams." I'm chair of the Property Team. We deal with the physical facilities. Anything related to such is our stuff, our responsibility. We have a budget. We have a team (there are 5 on my team, including 2 women). We also are responsible for insurance, security, safety issues... as well as upkeep and improvement. We are responsible and we are authorized.

But if we need to go beyond our budget, we need to go to the Council to get approval for a budget adjustment OR a special appeal At TIMES, we'll ask for input from the Council or Congregational Meeting.... but usually not. They have asked and authorized US to do this....


In contrast to what MoreCofffee shared, in our parish, the pastor plays little to no part in this. He is not on my Team and I don't ever recall asking his opinion on anything involving our team. He is a member of the Church Council but he is our SPIRITUAL advisor. He (rather constantly) reminds us all of the Great Commandment and Great Commission.... He reminds us constantly of our Mission Statement... and he occasionally sends us some article ... but he wouldn't think of weighing in on what color/type of carpet to get. In fact, he might note that isn't a topic for the Church Council but for my team. The only exception..... we've had a LOT of problems with homeless living on our property and while I'M focused on protecting our facilities, he keeps reminding me of what "message" we are sending and what is motivating us.... reminding me this is not just about property but people. That's needed.
