20:28 Take heed therefore unto yourselves, and to all the flock, over the which the Holy Ghost hath made you overseers, to feed the church of God, which he hath purchased with his own blood.

20:29 For I know this, that after my departing shall grievous wolves enter in among you, not sparing the flock.

20:30 Also of your own selves shall men arise, speaking perverse things, to draw away disciples after them. Acts 20:28-30

The church at this time would have been a mix of Kingdom believers and Grace believers.

The Kingdom believers believed that Jesus is Christ; Son of God; were baptized; received the Holy Spirit; believed the resurrection; and were looking for the return of Christ to establish His earthly Kingdom.

Grace believers are the Body of Christ who believed Paul's Gospel. Paul preached faith in Christ alone and the complete salvation provided in His death on the cross and resurrection.

Both groups would be composed of Jews in Christ.

The Jew that believe in Christ are the flock.

77:20 Thou leddest thy people like a flock by the hand of Moses and Aaron. Psalms 77:20
In the verse above, the Jews are being identified as the flock.

12:32 Fear not, little flock; for it is your Father's good pleasure to give you the kingdom. Luke 12:32

Jesus was speaking above to the remnant of Jewish believers. The remnant will enter the promised Kingdom on earth.

5:2 Feed the flock of God which is among you, taking the oversight thereof, not by constraint, but willingly; not for filthy lucre, but of a ready mind;

5:3 Neither as being lords over God's heritage, but being ensamples to the flock.
1 Peter 5:2-3

Peter wrote to the scattered Jews above. He speaks of the flock present in these verses.
