Well, it's in view of Christ - but yes, as it embraces us, it is unconditional in that it flows to us because God is love, not because we are so lovable.

Does God have conditions that require us to love him?

His Law requires such, but His love does not require that.

The Law (even in the OT) says that we are to love the Lord our God with all our heart and soul and mind. Of course, the Law is never fulfilled by any mere mortal so NO ONE actually does that. God loves us NOT because no one loves Him as His Law mandates but because God IS love.

And for Christians, this belongs to sanctification (the RESPONSE to His love, mercy, grace, blessings, gifts) "Love one another just as I first loved you."

For our salvation God has placed no conditions upon us that Jesus has not already met :)

God can only love that which is holy (set apart). This is why God hates sin and He hates sinners. Every lawbreaker is hated by God. But, God is patient with law breakers so that He might choose to make some holy by substituting Christ's holy life for our sinful life. Jesus atonement for my sin makes me holy when I stand before God the Father. It is Jesus and Jesus alone that justifies me before God. My own life brings God's utter wrath.

What do you mean when you say God doesn't MAKE us holy?

I reject infused grace.... I agree with St. Paul that we always remain both saint and sinner, sinner because we are not holy and saint because we live in His mercy and viewed through the blood of the Lamb.

This passage informs my thoughts.
Romans 9:7-23
[7]Being descendants of Abraham doesn’t make them truly Abraham’s children. For the Scriptures say, “Isaac is the son through whom your descendants will be counted,” though Abraham had other children, too.
[8]This means that Abraham’s physical descendants are not necessarily children of God. Only the children of the promise are considered to be Abraham’s children.
[9]For God had promised, “I will return about this time next year, and Sarah will have a son.”
[10]This son was our ancestor Isaac. When he married Rebekah, she gave birth to twins.
[11]But before they were born, before they had done anything good or bad, she received a message from God. (This message shows that God chooses people according to his own purposes;
[12]he calls people, but not according to their good or bad works.) She was told, “Your older son will serve your younger son.”
[13]In the words of the Scriptures, “I loved Jacob, but I rejected Esau.”
[14]Are we saying, then, that God was unfair? Of course not!

[21]When a potter makes jars out of clay, doesn’t he have a right to use the same lump of clay to make one jar for decoration and another to throw garbage into?
[22]In the same way, even though God has the right to show his anger and his power, he is very patient with those on whom his anger falls, who are destined for destruction.
[23]He does this to make the riches of his glory shine even brighter on those to whom he shows mercy, who were prepared in advance for glory.

I think we have a terminology issue here..... "HATE" = to disapprove. Can one disapprove of a behavior and yet UNCONDITIONALLY love the person? I think so.....

No. For God so loved the world was not conditional upon us and we do not gain his love but we are his love since he created us and he loved us so much that he felt a need to die for us even when we were not worthy.
